Once your bird is on the perch, give her your hand and try to push up on her belly and say "step-up". In all probability she will try to fly away at first, but after a couple of times, once she realizes that you must save her from the floor anyway because she can't fly, she will begin to stay on the perch. Just keep working at this exercise until she has finally mastered it; if you have an especially stubborn or aggressive bird, you will need to slowly establish trust with your bird first to get rid of any biting issues.
